Training of Police Officers on Religious Minorities Community (RMC)

“Two Day Capacity Building Training for POLICE OFFICERS on laws relating to the rights of religiously marginalized communities” was arranged from 01 – 02 March 2024 at Sindh Judicial Academy. In this interactive/practical training program,

The first session was conducted by Mr. Iqbal Detho (Chairperson, Sindh Human Rights Commission) on the subjects “International Commitments, Constitutional Rights and Implications of National Laws on Religious Minorities Community.” In this session, the discussion was made on: • What are minority rights • UN Definition • Minority Issues • Constitutional Rights • Landmark Judgment by the Supreme Court of Pakistan • Universal Declaration on Cultural Diversity-UNESCO, 2001 • U N Charter of 1945 (Arts.1 and 55) • UDHRof1948 (art.2) • ICCPR of 1966 (art.2) • ICESCR of 1966 (art.2) • ILO conventions C.111(art.1) • CERD of 1966 • CRC of 1989 (art.2) • Declaration on the Rights of (NERL) Minorities,1992

The successive session was conducted by Mr. Ahsan Shahid on the subject “Terminologies and Issues relating to Religious Minorities Community.” He elaborated on: • Child Marriage and Forced Conversion – Understanding Challenges and Possible Legal Remedies • Sindh’s Progressive Laws on Child Marriage • Sindh Child Marriage Restraint Act 2013 along with the rules • What is the age In a child marriage • Section 3: Punishment for male contracting party • Section 4: Punishment for solemnizing a child marriage • Rules regarding solemnizing A child marriage • Punishment for parent or guardian concerned in a child marriage • Power to issue injunction prohibiting marriage in contravention of this Act • Rules regarding rescuing a child from marriage • Sindh Hindu Marriage (Amendment) Act 2018

The third session was jointly conducted by Mr. Muhammad Shahid Shafiq (District & Sessions Judge/Senior Faculty Member, SJA) and Mr. Malik Tariq Mahmod (DSP, Sindh Police) on the subject “Role of Investigation Officer in Tackling Sensitivities around Blasphemy through law.
